They dont have the resources to supply these to all staff, staff dont have the training to use them, little mistakes would now break things, you would be supplying personal weapons system to not completely vetted staff... and with shields, and meters thick hull, any weapons that breach those aren't going to blink when faced with the slim barrier of your armor. the benefits dont out weight the costs
